Angelo Tan is the Country Lead for the Philippines and the Pacific SIDS at the International Finance Corporation (IFC), under the World Bank Group’s consolidated Climate Change Department - Solutions & Impact team.

Based in Manila, Angelo’s mission is to inspire and empower property developers, financial institutions, governments, and civil society to raise their climate ambitions and embrace a truly sustainable vision for the built environment—one that is resilient and low carbon, and committed to achieving net zero, toward regeneration.

EDGE Green Buildings

Angelo’s work in EDGE (Excellence in Design for Greater Efficiencies) has helped transform the Philippine property sector, #raisingambitions with green building certification and retrofitting to deliver over a million square meters of certified green buildings annually. The Philippines ranks as the top country globally in net zero buildings certified with EDGE Zero Carbon, which constitute more than half of the 4 million square meters certified to date, and has enabled similar pilots in Indonesia and Malaysia.

His work inspiring net zero commitments with NEO, Ayala Land, and AREIT has directly unlocked a USD250 million sustainability-linked loan (SLL) and a parallel mobilization of an additional $490 million in private capital, supported over a billion USD in IFC own account and mobilization financing in healthcare, affordable housing, and data centers in Asia Pacific, and encouraged similar net zero commitments from Ayala Land Hospitality, RLC Residences, and Daiichi Properties.

However, there’s more work to be done, as the Philippines has sat atop the World Risk Index for four consecutive years 2022, 2023, 2024, 2025.

Building Resilience Index

Within delegated authority, Angelo led the work on the ground to pilot and launch BRI (Building Resilience Index) globally. He believes we must #reimaginevulnerability to shift the narrative from victimhood—the often-romanticized idea of Filipino resilience—toward global Filipino leadership in resilience. His work helped launch over 1.8 million square meters of space on their pathway to resilience, and has unlocked deals and collaborations with Ayala Land (a second SLL of USD225 million), QBE Insurance, Marsh, and Bureau Veritas.

Angelo has 15 years of real estate experience in mixed-use project development, commercial real estate advisory, architecture business development, and sustainable development and its financing. He trained as an industrial engineer and finished his Master of Sustainable Built Environment at UNSW Sydney in 2020 through an Australia Awards Scholarship. He has since dedicated his career to advancing sustainability in property development for emerging markets.
